Choppy video via VAAPI after upgrade from 20.3.4 to 21.0.1
Description
I use OBS to stream each week. Two weeks ago I had trouble with choppy video but the audio was fine. So, I switched to software compression (vs the "FFMPEG VAAPI" setting.) I just determined it was the upgrade from 20.3.4 to 21.0.1 for Arch.
I downgraded the Arch packages mesa
, libva-mesa-driver
, mesa-vdpau
and vulkan-radeon
all at the same time. I think they all originate here because they had the same version numbering.

Steps to reproduce
Set OBS 26.1.2 to encode the output with FFMGEG VAAPI (version 4.3.2) and start a recording.
