libgl-gdi: opengl32.dll depends on vulkan loader if zink driver is built but not in use
It's absolutely normal for opengl32.dll to depend on a vulkan loader when using zink driver for obvious reasons, but tests I made indicate this dependency exists with softpipe, llvmpipe and swr as well if zink driver was built. Regression from !7643 (merged).
