ci: Update the Wine version

The Wine version in the current CI runners is very old (4.0) and !4228 (merged) has a commit which causes a unit test to crash due to wine bugs (It doesn't crash on recentish wine or Windows). In that MR, I temporarily disable the test but it'd be much better to just update wine to a version which doesn't have the bug.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
