Mesa installs gl.pc and egl.pc even with libglvnd >= 1.2.0

Commit 93df862b attempted to fix the case where Mesa is installed against a libglvnd version that does not have package config files (which was all released versions until this morning) but seems to have broken logic where it already generates the pkgconfig files now. Sigh.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
