meta ops should log perf debug messages when they fall back to software

In bug #61412 we encountered a case when an application accidentally had fog enabled when calling glBitmap. As a result, meta fell back to software, and the app when from ~100fps to 6fps. Had meta provided feedback to the application developer, the problem could have been resolved much more quickly.
