anv: wrong color output of h264 encoding.

Describe the issue

After !27810 (merged) landed, anv supports h264 encoding but as you can see in the thread it stiil has a critical issue.
You can reproduce with vk-cts easily like:

./deqp-vk -n dEQP-VK.video.encode.h264_i

It passes but you can find it have wrong color if you see the generated output.
