GLX FBConfig regression on Freedreno/Zink+Turnip

Regression from !28378 (merged)

Could also be an issue on other hardware but I only tested on Adreno. Appears with both Freedreno or Zink with Turnip.

Before this pull reguest glxinfo returned 656 GLXFBConfigs, after this PR it returns only 124.

This breaks running Steam on Adreno hardware at the very least.

Could also be related to #11543 (closed) but unsure until the problem gets fixed.

Desktop environment: i3wm, x11

GPU: Adreno 690, Lenovo X13s
