Unify direct pthread_condattr_setclock usage with u_cnd_monotonic

Tangential to #11347 (closed) but it looks like we have a few open coded pthread_condattr_setclock usage in WSI and copied over to some drivers which u_cnd_monotonic is supposed to address. They should probably be unified in favor of the latter.
