Weird Shimmery Textures (Usually Skin) on RDNA 3 GPU
Description
In playing a few different games recently, it's become evident that characters and creatures in games have had a weird shimmer on their skin in certain situations. It's a little hard to explain, but I liken it to a strange "vitiligo" effect. I tried Jedi Fallen Order a couple of days ago and Cal's face would have shimmery patches amongst the "normal" parts, and it's definitely not an intended effect. Similarly, while playing Ghost of Tsushima, I noticed the same glossy, reflective coating on my horse. Now, I was just starting Far Cry 5, and I noticed weird shimmery patches on my character's face / arms during the character creator. It looks like sweat almost, but it's refractive and not constant. Unfortunately I've only taken screenshots of the last one, but I can gather more if it's needed.
This issue happens in pretty much every game regardless of the engine in use. This can't be a coincidence, which is why I've decided to assume it to be a driver issue.

Steps to reproduce
Unfortunately with this having happened in almost every game I've played recently, it's hard to give an example of any particular case for reproduction. I can say for certain that this weird shimmery effect is happening mostly on skin textures, like those of my characters or those of my horse in Ghost of Tsushima. The screenshots I've shared here are from the character creator in Far Cry 5.

- Mesa version: 24.0.6 (Flatpak) - although this was observed on the latest 24.2.0-devel Flatpak release a couple of days ago in Jedi Fallen Order (at least)
