freedreno/a6xx: add support for gl_Layer in vertex shader
Passes amd_vertex_shader_layer-layered-2d-texture-render Don't enable GL_AMD_vertex_shader_layer because we do not pass amd_vertex_shader_layer-layered-depth-texture-render due to the assert: emit_blit: Assertion `psurf->u.tex.first_layer == psurf->u.tex.last_layer' However, in current state it is still useful for clearing of arrayed framebuffers.
