Avoid running patches test on Merges

IMO, if the patch contain merges media-ci needs to behave differently:

1. only maintainers can merge when merges are inside a MR;
2. it should not rebase the tree if the final patch is a merge;
3. it should probably have a max limit of rebase patches (like ~100 patches)
