checkpatch: Do not warning on new file added

Note that the checkpatch warning "WARNING: added, moved or deleted file(s), does MAINTAINERS need updating?" should not cause the job to be marked in the warn state. It should still appear in the log, of course. 10:58 This is a common warning that can be ignored, since it is often a false positive.
