touchpad: Add three-finger drag support

Ricardo Rodrigues requested to merge RicardoEPRodrigues/libinput:three-finger-drag into main

It is based on the work of @jafd that implements an override on the Three-finger swipe of the Touchpad Gestures (thus not needing a new state machine). Refers #298 .
