hwdb-assigned fuzz isn't handled correctly by the libinput udev rules
Discovered in #342. Summary: it's a touchpad with a hwdb rule assigning a fuzz of 8. During boot the kernel fuzz is applied but not seen by the libinput udev callout and generates a warning. User is left with a kernel fuzz of 8 but a libinput fuzz of 0.
Must be some race condition in udev, I suspect the fuzz isn't set or visible until after we ran our callout.
