meson: Install documentation when requested

I was looking into https://bugs.gentoo.org/768129 and realized that meson relies on having the autotools-generated documentation from the tarball.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
