High-resolution mouse wheel tests

This is on top of !11 (merged) but can be merged as soon as the upstream kernel has the bits in place. The patches are written so they'll work until libevdev is updated, then they'll fail and we need to replace the numeric rel bits with the codes. Not perfect but it'll remind us to do the right thing :)
