R11G11B10_FLOAT not doing CCS_E
R11G11B10_FLOAT can do CCS_E on Icelake, but we turn it off in isl_format_supports_ccs_e because we can't blorp_copy it. This might be a bit punitive...if people are rendering and texturing from it...we might be able to actually support it.
Of course, if texture upload goes through blorp_copy, then we never get compressed so that isn't great either.
