[vulkan/wsi-dma-buf-header] add BSD compatibility like in other Mesa bundled headers

Originally from mesa/drm@500f5b52. Since <linux/ioctl.h> or <asm/ioctl.h> are not used no need for <sys/ioccom.h>.

Tested via poudriere (bulk package builder using clean environment).
