inconsistent default GPU and no option to select

I have two machines with Intel CPU+GPU and discrete GPUs. On one of them the Intel GPU is the default. On another, it's the discrete GPU. How is the default selected? There seems to be no option to select which GPU is the default.

Machine 1:
