Missmatch between licence defined in meson.build file and source code files

Hello,

The debian ftp-masters pointed to me that the license defined in the meson.build file (GPLv3+) is not the same as the one defined in the source code files preamble (GPLv3).

FTR, Fedora spec files says GPLv3+
