The release notes wrongly stated that profile/level + resolution
changes are now supported in 1.20 with avc3/hev1 stream-format.

In reality only profile/level changes were support though because
gstreamer!1657
hadn't been backported.

For CVE-2022-1920, CVE-2022-1921, CVE-2022-1922, CVE-2022-1923,
CVE-2022-1924, CVE-2022-1925, and CVE-2022-tbd.

Use GStreamer repository link to get started with
development and remove the mention to gst-build.

We don't need per-module versions any more here, since
all modules other than orc and the rust modules are
released together.

Let's avoid some confusion.
