Port of FFmpeg to the Meson build system

Workflow: merge into meson-6.1 branch, then cherry-pick into meson-6.X.Y branches (if applicable) which will track specific releases. Use merge commits on meson-6.1 to pull in changes for new upstream FFmpeg versions.
