ci: rebuild windows image on 1.20 branch

Tim-Philipp Müller requested to merge tpm/gstreamer:ci-rebuild-windows-image-for-1.20 into 1.20

In the hope that that fixes certificate issues on Windows: Windows CI seems to be failing in the meson subprojects update stage in the 1.20 branch, because of outdated certificates:

urllib.error.URLError: <urlopen error [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get local issuer certificate (_ssl.c:997)>
