aggregator: Fix StartTimeSelection enum type registration

Sebastian Dröge requested to merge slomo/gstreamer:aggregator-start-time-selection into master

Make it thread-safe and use the actual C identifiers for the "name" field, as otherwise gobject-introspection will fall apart.
