ci: stop automatically running tests post-merge

Tim-Philipp Müller requested to merge tpm/gstreamer:stop-running-tests-post-merge into main

We did that in order to find flaky tests so we could add them to our ignore lists, but that's all done now and I doubt anyone still looks at the results, so this is just wasting runner cycles at this point.
