vapostproc: Process interlaced frames too

Víctor Manuel Jáquez Leal requested to merge vjaquez/gstreamer:va-postproc-interlaced into main

vapostproc should process interlaced frames too, no only progressive.

These patches clean up and simplify the fixate vmethod and removes the progressive only limitation in caps template.
