video: cannot attach time code meta when frame rate is 119.88 (120000/1001)
Frame rate of 120/1.001 is standardized by ATSC 3.0 but it is rejected by gst_video_time_code_is_valid which causes gst_buffer_add_video_time_code_meta_full to fail.
