Port GstVaapiVideoPool, GstVaapiSurfacePool and GstVaapiImagePool to
GstVaapiMiniObject. Drop gst_vaapi_video_pool_get_caps() since it was
no longer used for a long time. Make object allocators static, i.e.
local to the shared library.
