gitlab bot for nagging people to enable the 'allow commits from members who can merge on the target branch' checkbox

Unfortunately there doesn't seem to be a global setting to make this the default.

Without it maintainers can't rebase and have to nag/wait.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
