* configure.ac (GST_PLUGINS_BASE_LIBS): Check for
gstreamer-plugins-base.pc, the one that has the interfaces etc.

* gst/Makefile.am (interfaces_la_CFLAGS, interfaces_la_LDFLAGS):
PLUGINS_BASE, not BASE.
