rtpbasepay2: Consider RTP header extension size in max payload size

    This is something that would be worth fixing, and I think we can fix this in the new base classes. But as the old ones have exactly the same bug, and API changes are not a problem here, I'd leave this for the future. It doesn't block this MR.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
