Missing MPL-2.0 license in gstreamer-1.18 as shipped with Debian: cannot use gst-plugins-rs

MPL-2.0 is used by several gst-plugins-rs plugins, and those cannot be registered at runtime in a rust program when using gstreamer 1.18 as shipped by Debian because the MPL-2.0 is not included in gstreamer/gst/gstplugin.c's valid_licenses
