rtpav1: Decide whether to move into a combined rtp plugin/crate or keep separate

Distros are usually packaging crate by crate and that's also how it would end up on crates.io. I think it would be good to figure out whether a combined RTP crate would make more sense or not before the next release.
The ONVIF RTP (de)payloaders would stay separately because it uses some ONVIF metadata parsing helpers that are used in multiple places in the onvif plugin.
