Fix rtph264depay STAP-A marker handling

Nicolas Dufresne requested to merge ndufresne/gst-plugins-good:557-fix-agg-packet-marker-handling into master

All NALs inside a STAP-A was sent as a new AU if the marker bit is set on the STAP-A. This adds a unit test and a fix.
