Missing referenced copy of the GPL-2.0

The EffecTV LICENSE file states:

 * EffecTV is free software. We release this product under the terms of the
 * GNU General Public License version 2. The license is included in the file
 * COPYING.

However, the top level COPYING file for the project (and only COPYING file within the project) is a copy of the LP#2 (moved).1.
