gl: fix up Since 1.18.3 markers for gl get_type API

Follow-up to !999 (merged).

The backport commit for 1.18 (!1010 (closed)) will not be merged into 1.18.

So need to fix up the Since: 1.18.3 markers in master to Since: 1.20.
