discoverer should generate video/image thumbnails

Description
Initially in pitivi as bug 432661, with the port to GES now it would make more sense for gst discoverer to be the one to actually generate video thumbnails according to the fdo spec [0][1].
Perhaps totem-video-thumbnailer could be called, or perhaps totem's code could be upstreamed.
