Resolve "vc1parse: parsing issues with vc1 streams encoded in non-WMV containers"

Nicolas Dufresne requested to merge ndufresne/gst-plugins-bad:660-relax-vc1-parser-check into master

This fixes the parsing issues, it does not fully fix the provided samples, but it is now playable with playbin3, playbin seems to select eac3 decoder but the ac3 track.
