GstPerf plug-in integration

This is a debug plug-in that we developed some time ago. It has helped us do quick pipeline inspections. Basically you place it in different parts of the pipeline and it will report back fps and bps flowing through that point. CPU usage is reported as well. These reports are posted as element messages, so when used with gst-launch they get dumped to the console.
