vulkan: Add a Vulkan library like libgstgl for creating/wrapping contexts, memories, etc.
Integration with other Vulkan-based libraries and the GStreamer vulkan
plugin requires some public API in a library so that contexts can be wrapped/created/shared and textures/etc can be put/retrieved from GstMemory
.
Most of this exists already inside the vulkan
plugin but would have to be moved into a library for external consumers.
