hlssink/hlssink2: support omit-endlist option

Description
If the omit-endlist is true, the "EXT-X-ENDLIST" tag is not appended to the end of the playlist.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
