srt: allow to set a bind port in rendezvous mode

Description
in rendezvous mode of SRT, it can take a different port to bind.
And, there's a fix wrong property settings.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
