jpegparse: Bump rank

Description
It would be nice to bump the rank on jpegparse so that it is autoplugged and we automagically extract EXIF/XMP tags for JPEG files.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
