Add vmaf plugin

Netflix provides VMAF for perceptual video quality assessment. It's a good tool for sw/hw encoder quality measurement. @sree proposed this in https://01.org/zh/linuxmedia/gsoc/gsoc-2019-ideas. It's picked by MSU student Sergey Zvezdakov. @haihao and me will help Sergey working on this
