h264 colors and artifacts upon upgrade to GStreamer Core Library version 1.15.90

I just upgraded to Ubuntu 19.04 and now when I open my security camera feed, I get this as an output. Colors are off, it has gone green, plus some added artifacts and lines.

Before this it has been working perfectly.

Audio is: Codec PCM ALAW (alaw) Channels: Mono Sample rate: 8000Hz Bits per sample: 16
