Unable to find rtponvifparse

I am working on windows and am trying to get the onvif test client example working.

It took a long time to get the build working(using binary in app, not building gstreamer) but now it runs to the point of failing to load rtponvifparse,

Are bad plugins not built and packaged? I see some in there. I did a "complete" install

I have had trouble in the past getting meson working (circa win 7 ) and I worry that windows instructions are not as kept up as they should. If I can get clear instructions on building the plugin I will.

Why is this plugin in bad when the rtspsrc has the onvif stuff in good. It is kinda important to have both pieces.
