docs release tarball directory layout needs fixing

The generated docs release tarball (GStreamer-docs-1.17.0.1.tar.xz) has the following directory layout:

Two problems with this:

  1. it should really unpack into a GStreamer-docs-1.17.0.1 subdirectory
  2. it contains a directory called '.' which in turn has html and devhelp subdirs. This causes problems when untaring such as tar: .: Cannot utime: Operation not permitted and tar: .: Cannot change mode to rwxr-xr-t: Operation not permitted (when untaring in /tmp).
  3. it would be nice if the script could mention the path/filename of the generated tarball.
