validate-launcher: add support for running a slice of the test cases (for easier parallelisation of CI jobs)

Would be nice if we could pass either a fraction plus job number or a start/stop for the tests to run.

That way it would be easy to slice up a validate run of X tests over N jobs with the CI.

This would be very useful for the valgrind jobs for example, but probably the integration ones too.
