ci_template: Only export artifacts for the main fedora build job

Jordan Petridіs requested to merge alatiera/gst-ci:alatiera/artifacts-hotfix into master

We are only using the builddir of the main fedora job to run tests, the rest where exported by accident. Its especially problematic cause static build eat a bunch of space and take an eternity to be uploaded.

This also makes the documentation job depend on the main fedora build instead of the nodebug one now that both use the same image.
