nasm missing on fedora images

It's clearly there in https://gitlab.freedesktop.org/gstreamer/gst-ci/-/blob/master/docker/fedora/prepare.sh#L128 but it seems to have been added to the dnf debuginfo-install list, whereas it should probably be further up in the dnf install list?

If you look at the gst-build logs around the openh264 subproject it says

||Program nasm found: NO
||Program nasm.exe found: NO

and then skips openh264 subproject plus plugin.
